feat(settings): move IM bot to top-level menu

Remove the legacy Plugins-tab registrations, keep the channel-logo navigation, and harden upgrade/package verification.

The **IM Bot** settings page has moved from a Plugins tab to the top-level settings menu and uses `order: 21` to follow **Agent Presets**. The new release no longer registers the legacy nested entry. Restart `dsh web` and refresh the browser after upgrading; existing bot configuration and channel-specific logos inside the page are preserved.
