Interactive Setup asks update vs reinstall; elevated install relinks .venv so tray start works under Program Files.

a9c9d17550 Release 0.4.11: Setup-only updates that preserve existing DB config. 
Offline Setup and check_update now upgrade in place without the database wizard; zip packages are no longer published.

3e2cb4165c Release 0.4.10: keep tray responsive during update/reconfigure. 
Poll external processes instead of Start-Process -Wait on the UI thread, and restart the tray after a successful update.

66f9fa9782 Release 0.4.8: fix in-place update (elevate + ship python/runtime). 
Apply updates as Administrator for Program Files, copy portable python with .venv, and wait for tray apply to finish.

Server 2012 Start Menu often hides PowerShell .lnk entries; .cmd targets are visible.

41ab4921a0 Fix Windows PowerShell parsing on Server 2012: UTF-8 BOM scripts. 
Chinese packaging scripts without BOM were misread as ANSI and failed at first-run.
Document that bundled Python 3.13+ needs Server 2016+ / Win10+.

477ec4b120 Add Windows packaging with bundled UI and dual-mode PostgreSQL. 
Ship installable releases via zip/Inno Setup with optional bundled Postgres, API-hosted SPA, manual update path, and CI workflow for future tag builds.
