Optional DDL used bare try/except, which left the migration txn aborted so alembic_version never stamped and config-sync APIs failed. Run best-effort statements inside SAVEPOINTs.

Compare by interface target_id with optional mapped baseline (same window or time-shifted), keep chart samples on target_row_id, and unify UI wording to interface.
