7e78485396 Fix Windows release CI parsing and publish Forgejo via git.avelo.top. 
Use pwsh -File with UTF-8 BOM scripts, and default Forgejo uploads to the public domain when LAN IP is unreachable.

a9c9d17550 Release 0.4.11: Setup-only updates that preserve existing DB config. 
Offline Setup and check_update now upgrade in place without the database wizard; zip packages are no longer published.

41ab4921a0 Fix Windows PowerShell parsing on Server 2012: UTF-8 BOM scripts. 
Chinese packaging scripts without BOM were misread as ANSI and failed at first-run.
Document that bundled Python 3.13+ needs Server 2016+ / Win10+.

022de81eb0 Add Forgejo LAN release publish script and maintainer checklist. 
Default upload target is home Forgejo (10.0.0.131); mirror sync does not copy GitHub assets.
