984585c384 Fix collect policy commands field overflowing the viewport. 
Use the stacked form-grid layout instead of the nowrap policy-field flex row so the long label/hint no longer pushes the textarea aside.

b81e5869a6 Ship gated eye polish, fabric levels, and collection UI refresh. 
Topology MCP adds pull/compact/bundle/suggest-hubs with a no-template skill path; API gains fabric level and NE collection policy; web list pages get paging and denser collect/network workflows.

a5a3a4f156 Add topology classify inventory, fabric lifecycle, and broader collect targets. 
Treat Fabric as an inventory sheet for role/region tagging and slices; detach fabric links on managed/UME delete instead of cascading map deletes. Extend collection to all managed and UME NEs, show NE source in management, and refine canvas vendor icon tones.

d512679425 fix(collect): stabilize start flow and default collapse create panel 
Avoid false running-state conflicts when starting draft jobs, block overlapping NE runs across jobs, and default the create panel to collapsed for cleaner task-first operation.

Fix pending mislabeled as fail due to timezone and queue stale checks, show full error details, sync live progress counts, and add retry-failed endpoint for failed NEs only.
