Drop dead admin/chat protocol fields and fix MCP specialist docs.

Align AIA_MCP_SPECIALISTS defaults, remove inherit/perm-ban/wire-effective noise from admin APIs, and stop echoing confirm_strategy/plan_agent_version on chat mode endpoints.
