Keep 01-06 as summarized general knowledge; route on-site reports into 07 and update the ops playbook retrieval order.

04 历史故障案例库（教材化）

定位：脱敏后的、可复用的案例骨架与根因链，供专家推理与培训。
不是现场报告原文存放处。

新的现场 PPT/PDF、值班闭环、客户侧细节 → 写入 07_现场真实案例库。
从 07 提炼出的稳定模式，再整理进本目录（少客户私有信息）。

现有示例：BGP/标签与LDP类/BGP_跨域下一跳NULL_LDP策略与下一跳修复_20260720.md
